Working in collaboration with the Senior Manager, CBP, the Program Manager will help to grow and support a body of work on SNAP, Summer EBT, and benefit integration. Specifically, the Program Manager will help identify, gather, and share best and promising practices in expanding access to SNAP and Summer EBT, develop tools and resources that facilitate program improvement and access, foster cross-state learning, and communicate effective practices through in-person and virtual technical assistance, convenings, webinars, and written resources (i.e., 1-pagers, case studies, and toolkits). This individual will help support our work with schools and community partners conducting effective SNAP outreach and support our work on benefit integration.

This position is preferably based in Washington, D.C. (hybrid 2 days in the office); but could be fully remote for the right candidate living outside of the DC area 30 miles or more. The position offers a range of $65k-$75K. Exact compensation within the stated salary range may vary based on skills, experience, internal equity, and geographical location.

Duties

  • Build programmatic expertise in SNAP serving as a technical resource for internal staff and public and private program partners.
  • Gather and share learnings from the field, including insight from program participants, partners, and state agency staff, to identify best and promising practices for expanding SNAP and SEBT program access and improving program quality. Special focus should be on successful program models and the needs of communities of color and those experiencing persistent poverty. Participate in regular engagement opportunities with advisory group of program participants. Assist in managing our SNAP in Schools collaborative projects/partnerships and cohort, including planning and facilitating meetings, building partnerships, providing technical assistance, tracking and summarizing lessons learned from grantees, and developing resources needed to fill gaps in the field.
  • Provide strategic guidance, thought partnership, and technical assistance to No Kid Hungry state campaigns working to expand access to SNAP and SEBT. This may include participating in planning meetings, leading trainings, and joining coalition/partner calls.
  • Develop an understanding of how data and technology can improve access to SNAP, Summer EBT, and other federal benefit programs; keep abreast of state efforts to streamline benefit access and outreach; help manage grants to organizations and agencies using technology to increase access to benefits.
  • Stay up to date on the federal SNAP and SEBT landscape through internal and external relationships, especially with USDA, state agencies, and other national anti-hunger and poverty organizations.
  • Partner with colleagues to support Share Our Strength's work to be a diverse and inclusive organization, and ensuring this value is embedded in the organization and throughout our work.
  • Contribute to the Center for Best Practices’ website, newsletter, and other communication tools.

Qualifications

  • Bachelor’s degree preferred but not required, or equivalent professional and work experience.
    3 -5 years of work experience with a focus on SNAP, or federally-funded nutrition programs, roles pertaining to federal policy, state administration, and/or program implementation.
  • Strong knowledge of SNAP program operations, outreach and enrollment strategies, data, and policy. Foundational knowledge of Summer EBT is a plus such as experience with Pandemic EBT.
  • Experience providing training, technical assistance, strategic planning, or consulting services to nonprofit organizations, state agency staff, and/or educators/school personnel.
  • Excellent facilitation, listening, and communication skills (verbal and written), including experience presenting to high-level audiences and communicating complex or technical information in an easy-to-understand way.
  • Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
  • Detail-oriented with strong organizational skills.
  • Interest in anti-hunger and anti-poverty issues.
  • Eagerness to collaborate and demonstrated ability to work independently and proactively in a fluid environment.
  • Ability to cultivate and maintain relationships across stakeholder groups, including non-profit organizations, government agencies, and schools/districts.
  • Demonstrated passion for our mission and interest in helping us advance equity and inclusion within and beyond the organization.
